Buses had too few riders

Town of Rockland, NY – Sullivan County has announced that the MOVE Sullivan bus route serving Livingston Manor, Roscoe, Jeffersonville, Youngsville and White Sulphur Springs will be ending this month.

Laura Quigley, commissioner of the Division of Community Resources for the county spoke with Manor Ink about the discontinuance. “It was not an easy decision to make,” she said. “But the fact that there were very few people riding the route made it just too expensive to keep it running.”
Quigley said that the service was started in March of last year and by the end of January, it only provided 996 rides, resulting in a cost of around $152 per ride. Quigley stressed that the county has not given up trying to provide transportation services to the more rural areas of the county. “I live in an outlying area myself, but this was not the answer,” she said. “So, as of April 17, the route will end.”
Quigley said it is hard to align bus schedules when it is only used occasionally by people to buy groceries or for medical appointments, or even for work schedules. She said when the county surveyed residents in the less populated areas on transportation needs, the communities served by Route E as well as the Narrowsburg area showed the most demand.
“The Route was viewed as a pilot to see if it would work, and now it’s time for a re-think,” she said. The county will continue to explore other ways to serve the outlying communities and, in that regard, is placing a flyer on the Route E buses to gather the riding public’s input in order to develop alternative plans. “The area and need is and will remain on our radar,” Quigley emphasized.
Route Termination Notice
This notice is being placed on MOVE Sullivan buses for the next two weeks.
“The Move Sullivan Public Transit fixed route service, known as Route E, will end on April 17, 2026, due to a lack of ridership after a twelve-month demonstration period.
